Meeting Minutes

September 15, 2005

 

 

Call to Order

 

 

The meeting was called to order by Mid-Hillside Community Council (MHCC) President John Weddleton at 7:05 pm. Approximately 12 people were in attendance.

MHCC Board Members present were: John Weddleton, Lance Powell, Linda Perkins and Mark Miner.

Hillside East Community Council (HECC) had no Board Members present.

 

Also present were State of Alaska (SOA) Senator Con Bunde, SOA Representative Kevin Meyers, SOA Representative Bob Lynn’s spokesperson, Dirk Moffatt, and Municipality of Anchorage (MOA) Assemblyperson, Janice Shamberg.

 

Introductions and Approval of Previous Meeting Minutes

No action.

 

President’s Report

 John Weddleton discussed and encouraged participation in the:

 

-        Hillside District Plan meeting sponsored by the Home and Landowner’s Organization (HALO) on September 29, 2005.

-         MOA Title 21 rewrite, Parks Plan Update and Long Range Transportation Plan

 

Assembly Report

 

Janice Shamberg commented on the issues in front of the MOA Assembly: the Large Animal Ordinance, the Assisted Living Ordinance, and regulation of strip bars. Still to be dealt with was the proposed 3% sales tax and restriction on sales of chemicals used in the illegal manufacturing of methamphetamines.

 

State Legislative Report

 

Senator Con Bunde and Representative Kevin Meyers offered comments on the:

-         funding possibilities for the Anchorage School District and teacher’s union settlement

-         Alaska gas line

 

Representative Bob Lynn’s spokesperson, Dirk Moffatt, discussed Bob Lynn’s desire to eliminate the state tax on gasoline.

 

 

 

Old and New Business

 

HECC by-laws consideration was postponed as no HECC members were present.

 

The appearance of Joanne Contreras to discuss the Hillside District Plan was cancelled.

 

            Proposed changes to the Large Animal Ordinance were discussed but no action was  

taken as a quorum of MHCC Board Members was not present. A proposed resolution for consideration at the October 20, 2005 MHCC meeting will be attempted to be sent out prior to the meeting.

 

Without a quorum, the meeting reconvened as a committee to review the MOA Title 21 Rewrite 2005 Draft.  Sections relevant to the Council area were recorded by John Weddleton.   The committee’s comments were to be forwarded to the MOA Planning Department. Committee members were: Lance Powell, Mark Miner, Denis Dewane, Gordon and Linda Wetzel, Don Fall, Linda Perkins and John Weddleton. (A big round of thanks to all those who stayed to participate in this review!)

 

 

Presentation

 

MOA Parks and Recreation Department Representative, Shawna Popovici (343-4202), discussed the reorganization of the department and how it will affect the MHCC and HECC areas. There will be a MOA Parks and Recreation open house on 10/17/2005 at Service High School.
