John Weddleton, President of MHCC, convened the meeting. 

 

Sgt. Cindi Stanton, APD’s Community Council Liaison, stopped by. She may be contacted at 786-2668 or cstanton@ci.anchorage.ak.us. 

  • She discussed the Fire Evacuation Drill. 
  • She recommended calling in any suspicious activity.  Sometimes there will be someone in the area who can respond. 
  • There is no allowance for speeding in school zones.

 

Terri Albrecht from the Mayor’s Department warned that there was going to be a lot of road work this summer.

Chris Birch spoke on fire mitigation and the Hillside District Plan

Janice Shamberg spoke about fire mitigation

 

Dora Gropp of Chugach Electric said that they were planning on the Alaska RR to OMalley (north side) to Elmore routing for the new 138 kV power line.

Legislative Report

Large Animal Ordinance (mainly horses, but also llamas, goats, etc.)  has been postponed again by Planning and Zoning

 

Dennis Wheeler and James Keen of the Regulatory Commission of Alaska presented information about the regulations which went into effect last January requiring all public water systems with 10 or more connections to be registered as Public Utilities, with Certificates of Need and Tariffs on file.  Mr. Bill Kranik of Water System Services and representatives of several affected subdivisions were present to engage in the discussion.

 

Resolutions

Requesting that DeArmoun Road from E. 140th to Hillside Drive should continue to function as a two-lane urban collector street and should be classified as such in the Anchorage Long-Range Transportation Plan and any projects current or proposed for its maintenance or reconstruction.: Passed 13 - 0  Board 6-0

Requesting that the DeArmoun Road Phase 2 Final DSR be made available to the public, along with the re-evaluation of the project's environmental document, the updated accident data for the most recent years to compare with that in the original phase 2, and another public comment period be opened immediately.:    Passed 13- 0  Board  6 - 0

Requesting a delay in implementation of regulation of small urban homeowner association owned and operated water systems so that remedial legislative action can be taken and the resources of the RCA can be better used.   Passed 6 for, 2 no, 4 abstain, Board 2-2 w/ 2 abstain

 

MHCC’s “wish list” for the Municipal Capital Improvement Plan was discussed.  It was supported 13 – 0 after two changes.  DeArmoun Rd. Phase 2 was deleted and a Fire Evacuation Warning System was added.
