Mid Hillside and Hillside East Community Councils

Minutes 20 January 2005

 

John Weddleton, President of MHCC, convened the meeting at 7:05 pm.  Attendees included 10 MHCC, 2 HECC, and 4 others.

 

The minutes for the December 2004 meeting were approved with minor corrections.

 

FCC Report

Delegates to the FCC were solicited. Bjarne Holm (HECC), John Weddleton (MHCC), and Brian Johnson (MHCC) will share the duty.

 

Treasurer

There is $1241.01 in the MHCC account.  It is uncertain whether there is and HECC account.

Assembly Report

Janice Shamberg gave the Assembly Report:

  • Janice will email advance copies of the Assembly agenda to anyone who is interested.
  • The Jan 11 meeting approved a 10-year plan on homelessness.
  • Two parcels along Lake Otis Blvd were rezoned from R6 to R1A
  • The Assembly formed the Community Development Authority, which will include two members of the public, selected by the Assembly.

Legislative Report

Bob Lynn called, along with Suzanne representing Con Bunde and Ryan for John Cowdery via teleconference.

  • Lynn:  No votes yet.  Working on a bill to make assaulting a teacher the same class felony as assaulting police or fire department personnel.
  • Bunde:  Working on 911 Enhancement, SB10 on School Vandalism, Professional Well Water regulation, and Hospital Infection Reporting.
  • Cowdery:  Working on SB4 requiring First Aid and CPR training for high school graduation and a Kuskokwim Port Authority for infrastructure development.

New Business

Replat of two lots at the SE corner of Birch and Beverly

Short Plat S11335-1

A party wishes to replat Lots 1 & 2, Block 9, Mountain Park Estates, two 1/2 acre lots, into one lot, in order to better site a house.  The plans include extensive regrading of the lot, which concerns some of the neighbors because of the effects on drainage. 

 

David and Denise Johnson live next to these lots and presented maps, pictures and information on the topography and drainage of the area.

 

A resolution was presented asking P&ZC to postpone their hearing so our council can meet with more of the neighbors and with the developer to discuss the drainage concerns.  This passed with 11 for and 1 against.

Museum Expansion

Terry Dittman made a presentation on the proposed expansion of the Anchorage Museum of History and Art.  This would move the Imaginarium into the facility, as well as allowing much more of the collection to be displayed.  (Currently only 10% is out at any one time.)  The expansion is being paid for with grants and private donations, but a vote is needed to raise the tax cap to cover a portion of the operating budget.  This was received very favorably.

 

Community Council Bylaws

Assembly is working on an ordinance 2005-1 that requires all CCs to have Bylaws meeting certain requirements.  For the most part, both MHCC and HECC meet those requirements.  Tom O’Grady presented a draft of the MHCC Bylaws with some minor adjustments, as well as a number of editorial corrections.  As the ordinance is still a work in progress, no action was taken at this time.

 

APD Community Council Liaison

Sgt. Cindy Stanton presented herself as the APD’s new Community Council Liaison.  She will be attending community council meetings irregularly.  She may be contacted at 786-2668 or cstanton@ci.anchorage.ak.us.

 

Abbott Loop Extension

The February 17th community council meeting will include another presentation on the Abbott Loop extension.  A public meeting is scheduled for February 23rd.
